HELP field coverages

This product contains the coverage of each HELP field as Multi-Order Coverage
(MOC) maps.

- 20170607: First set of coverage.
- 20170925: Update to the AKARI-NEP and SPIRE-NEP coverages using the actual
    maps (the previous ones were made from planed coverages).
